Phil Wallace of Mt. Pleasant, South Carolina who was a chef in the Charleston area, was killed in a double accident recently.

Wallace initially ran into a police car that was parked with no lights on in the emergency lane of the Isle of Palms Connector around 5am. He was attempting to hug the right side of the lane because a box truck was passing him on the left. Wallace hit the parked police car and was thrown partially into the roadway's median.

The officers turned on their lights and one officer waved a flashlight at an oncoming car but the Mazda sedan did not heed the warning and ran over Phil Wallace at about 45mph.

Fifty-one-year-old Phil Wallace died from injuries sustained in the accidents. His family has filed suit against the Isle of Palms Police Department for not protecting him after the initial accident.
